Creator fees pay for public seals.

Every case file FORENSA seals costs gas on Robinhood Chain. The creator fees from the Pons launch are meant to cover that gas, so sealing stays free for victims. The seal wallet is public: anyone can open it on the explorer and see exactly what was spent, on which batch.
